Quarterstaves are STR based only.
Note that Quarterstaves do use the monk AB progression, so they are a viable choice for STR based monks.

From what I've looked at with Warlock builds, you typically want to go heavy in on the warlock. You need at least 26 levels to get Eldritch mastery, and more levels means more blast damage/spell penetration. I'd say that 29/1 Warlock/Rogue would be the best build.
